The Directorate for Business and Better Regulation is a newly formed Directorate within Scottish Government Directorate General Economy (DGE). We work with colleagues across the Scottish Government and its agencies to improve policy and project delivery and its impact upon the business environment in Scotland. We recognise that business engagement is key to successful delivery of policy outcomes and that improved business relationships are essential to the sustainable and purposeful economic growth that is required to deliver all public policy objectives. We support colleagues to deliver enduring culture change, for the benefit of Scotland as a whole. We are a small directorate with a strong team ethos. We aspire to work as efficiently as possible, with clear purpose and priorities. We are productive, with a focus on outcomes. We are a great place to work, with opportunities to progress and support each other to develop our skills and deliver our objectives. We hold ourselves, and one another, to the highest standards in our work and in our conduct.

As Deputy Director Business Strategy you will provide strategic direction, overview, and support to the cross-portfolio delivery of tourism, retail, and hospitality policy. This will include providing senior relationship management for business and regulatory stakeholders, delivery through sponsor bodies, and ensuring alignment across Ministerial portfolios. You will apply experience of commercial delivery models to support public sector reform, bringing greater alignment to the provision of direct support to businesses through enterprise agencies. This will include assuming a leading role in the delivery of a significant data sharing project across public sector partners.

It is essential that you can provide evidence of recent experience of delivery through sponsor bodies or third partes, and a sound understanding commercial delivery models. Your application must also demonstrate an effective track record in leading teams through periods of change.

Individuals on any working pattern can apply for any post. We welcome flexible working. If you are interested in applying on a job-share basis, please make clear in your application if you wish to be considered as a pre-existing job-share partnership or if you are interested in moving into a job-share arrangement. We will assess proposed working patterns against the business requirements for the post and discuss all options with candidates.

This is a permanent, pensionable Senior Civil Service Deputy Director (SCS1) role located in Victoria Quay, Edinburgh. However, the Directorate also has teams in Atlantic Quay, Glasgow. As with most areas across the organisation, hybrid working is the current arrangement, but some in-office attendance will be required to meet business needs for this role. Relocation expenses may be available.

For further details on this role and how to apply please visit (Ref: ID 2024-8732). Alternatively, please contact the SCS Resourcing team (

We welcome applications from all suitably qualified people and aim to employ a diverse workforce, which reflects the people of Scotland.
